A roundtable on The Role of Civil Society in Strategic Judicial Protection held on December 4, 2017 in St. Petersburg, was organized by the Human Rights Organization Soldiers’ Mothers of St. Petersburg and the Institute for Law and Public Policy with the support of the Commissioner for Human Rights in St. Petersburg within the project Enhancing Civic Engagement in Strategic Constitutional Litigation in Russia.

The discussion brought together 27 representatives of civil society: lawyers from non-profit and social organizations, attorneys, representatives of the Human Rights Ombudsman Office in St. Petersburg and the Human Rights Council under the President of the Russian Federation and journalists. The participants discussed how it is possible to build interaction between the representatives of civil society for effective implementation of strategic judicial protection based on their experience.

In addition to discussing directly the practice of conducting socially significant (strategic) cases in the Russian Constitutional Court and the ECHR and implementing their decisions, much attention was paid to the forms and methods of NGOs participation in such cases. According to the participants, NGOs have a great potential for identifying problems that can be solved by modeling litigation cases, as well as for accumulating data and acting as amicus curiae in cases before the ECHR and the Russian Constitutional Court.

The participants also noted the importance of creating an online database of legal positions of the Constitutional Court and the ECHR on fundamental issues of human rights protection. In addition, to involve more representatives of civil society in the implementation of strategic cases, it was proposed to create an information resource, where it would be shown to whom and in what cases it is possible to apply for cooperation or help.
